The most important toolbar button to find and use is between the Bulldozer icon and the Stamp Industry icon. Click it, and to access buttons to add for adding cities, industries and more.
Remember, except for Era I industries, industries will not appear when you first start playing your map. They will only appear as you reach the appropriate Era. If you happen to build a rail line right over the spot where an industry is placed, it will appear in the closest available free space.
